Dr. Shrikar Pardeshi, 2001 batch IAS officer of Maharashtra Cadre. National award winner for efforts of water conservation in Nanded district. Transferred several times for obvious reasons. 
  • In 2012,  he took charge as the commissioner of Pimpri Chinchwad Municipal Corporations. Following court orders, he pulled down 487 unauthorized constructions and snapped water supply to 209 illegal connections. He also blocked sewerage lines of 171 illegal constructions. Implemented e-governance policy. Result: He was transferred in Feb 2014 before completion of his 2 years tenure, allegedly on behest of then deputy CM Ajit Pawar. He was so popular for his uncompromising work style, people came out on streets protesting the transfer.
  • Took charge as chairman of PMPML, turned around the loss making public transport service provider to profit. Frequency of buses developing snags was brought down. Helpline like SARATHI (system of assisting Residents and Tourists through Helpline Information) was implemented. People were happy that PMPML was in able hands. Overhaul was undergoing.

In 2015, Dr. Shrikar Pardeshi was appointed as deputy secretary in PMO. First time in history an IAS officer of Maharashtra Cadre was directly appointed to PMO. And you know what, he will work directly under Mr. Modi. He was handpicked by PM himself because of his clean record and his attempts in successful implementation of several welfare schemes like SARATHI and all. 

Now if such class of officers are in the top brass of bureaucrats, don't you think India is changing?

I would like to share couple of stories which happened when Namo came to power.
1. Incident happened way back in Oct & Nov 2013 w.r.t. Indian Railways.
Train was late by more than 3+ hours on two occasions hence I filed TDR for both but to my surprise IRCTC declined the same without any reason.
So I followed up with IRCTC via calls & emails and what I heard back was that my request was against IRCTC's TDR policy, Hence rejected.
I downloaded the gazetted file again and went through it but didn't find any policy against my claim, Hence asked them to point out the policy (read rule).
But didn't hear a word after that, Since there wasn't any hierarchy in place like Nodal, Appellate etc., I sent a mail that I am moving to Consumer Court, to which I didn't hear a word which clear shows How fearless IRCTC officials were.
Then I contacted, Akosha for the same but they said that they can't entertain any request against IRCTC.
Then MODI govt. came into power. I tweeted to Railway Minister (then Sadandn Gowda) to create portal to settle grievance and He did but even after reporting the complaint nothing happened.
Finally Suresh Prabhu sworn in as Railway Minister and He immediately sought suggestions to improve Indian Railways where I poured in with whatever I have.
He sent Acknowledgement mail citing his email ID where I can put forward my feedback & suggestions.
So I grabbed this opportunity to report the grievance and to my surprise. He responded back in days time with the follow up procedure and not only that but added respective DRMs, DTM etc. in the mail list as If It was a corporate setup.
After couple of days, I heard back from 'tdrprocess' team that my TDR has been approved and amount will be refunded in 2-3 days.
But again amount wasn't refunded in 15days, Hence I dropped the mail to 'tdrprocess' alongwith all DRMs, DTMs and kept Mr. Suresh Prabhu in bcc.
Amount was refunded with 30mins for both the cases.
This clearly proves how efficient, dedicated and hardworking ministry is in place. Best part is they listen to your queries no matter who you are.

This time few days back Modi came up with the idea of "doubling the farmer's income by 2022". I thought it is another carrot for farmers of our country and thought of going into details of the work his government is doing in this regard and came to a conclusion that current government is really focused in achieving this. They have came up with many interesting initiatives and some of them can really work wonders. I'm listing those which interested me the most.
1.) Paramparagat Krishi Vikas Yojna:-  This scheme is focused upon reviving the traditional agricultural practices with huge incentives to farmers. The practice of using indigenous seeds instead of GM ones will be promoted. Farmers no longer have to get certification for their organic produce and a new market exclusive for organic produce will be created.
2.) Pradhan Mantri Krishi Sinchai Yojna:- With the motive of 'per drop more crop' and "har khet ko paani' this might turn out to be a game changer for the Indian agriculture. This aims at providing the end to end irrigation to the farms with an aim of achieving 4% agricultural growth.
3.) Pradhan Mantri Fasal Bima Yojna:- This is biggest-ever government contribution to crop insurance. As a result farmers will get maximum insurance with minimum premium and central government will contribute to more than 90% of the premium. This scheme will certainly transform farmers life.
4.) Rashtriya Gokul Mission:- This is a scheme aimed at increasing the farmers income by promoting allied agricultural activities like dairy and cattle breeding.
5.) Soil health card scheme:- Our farmers has long been using fertilizers without knowing the needs of soil. This scheme is a game a game changer and brainchild of our PM Narendra Modi.
Apart from this, the budget for current fiscal saw an increase of 94% in the field of agricultural spending. This will certainly change farmers life.
Bonus point:- Gone are the days when scams use to take up the major space of our newspapers. Recently, I came across an article which states that Manohar Parrikar (defence minster) saved a some an amount of  Rs. 49,300 crores of tax payer's money.

With priorities of government and ministers changing, I can proudly say that Yes, Indian is changing and changing for good.


Answer 4::

A man has been working in the South Block, New Delhi for the Central Government for the last 25 years. When asked whether things have changed after 2014 elections. This is what he replied:
He told that previously there was a culture among some Secretary level officers, not to come to office on time. Even after coming, they used to keep their work pending.
In case of urgency, there was a culture to sit late in the office. During late sitting, they used to order their dinner from “Hotel Le Meridian” @ Rs 1300/- per plate. Though there were hardly 15 people present in the office, yet food used to come for about 30 people. (including for the family members of those so called Secretaries).
In the next day morning, their bills of Rs 39,000/- for last night dinner used to get passed instantly. That was the kind of wastage of public money by these officers during the Congress led U.P.A government. Now, if someone has to sit late at office, their food comes from their home.
Previously there was a habit of spending public money on changing furniture, curtains and furnishing of office. Now, P.M. has instructed that no furniture and curtains would be replaced before 7 years and no furnishing allowed before 11 years.
Now, no file can be kept pending for more than 7 days. Otherwise direct P.M.O. starts enquiries. P.M. takes class to his Ministers at around 6:20 AM whenever necessary. P.M. Modi ji gets up daily before 5 AM and throughout the year he  reaches office before 9:20 AM.
In planning commission’s canteen, delicious food is now available from Rs 60 to Rs 175. Daily at 10:10 AM all attendence sheets are dispatched to Prime Minister Office.
Kaaju- Kishmish Milk culture in Central Government Ministries has now been stopped by our New Prime Minister.
After 2014 elections, Central Government’s revenue has increased by approximately 17%, due to above mentioned measures. Expenses have been curtailed by our Prime Minister.

These are the kind of things that are never shown in the media. We need to make more and more people aware of these things.
